In this paper, we offer six recommendations for Congress as it considers reauthorization of the State Children's Health Insurance Program: 1) cover kids first; 2) cover low-income kids first; 3) don't crowd out private coverage; 4) keep families together; 5) create new purchasing pool options for families; and 6) get the subsidies right.
